This background is of the Starlight Tower after the Dark Kingdom has taken it over and turned it into one of their hideouts. When Kunzite attacks Sailor Moon inside the tower, Sailor Moon uses the ginzuishou for the first time and the power it gives off lights up parts of the tower (the light green areas). This is another background that uses cel layers for parts of the background. The cel layers don't have sequence #'s on them, so I think this falls more into the background category rather than the cel category. This background comes from the end of Sailor Moon episode #35.
