This is the view of the North Pole as it is engulfed in the energy ball created when the Sailor Senshi banded together to use the ginzuishou to defeat Queen Metallia. This is a book background, with the outer space and light green part of the energy ball on the background layer and the North Pole portion on the foreground layer. Technically, this may be considered a cel because the black lines of the energy ball is actually on a cel layer that has an A1 sequence number. It's a tough call, but I decided to put it in the background section. This background comes from the end of Sailor Moon episode #46.
