These two characters are Milky and Lemon (Seinaru Milky and Seinaru Lemon - a pun on "Sailor Senshi"). I bought this cel because of the apparent parody of Sailor Moon. They look cute in their sailor outfits.
Thanks to vapalla for helping me identify these two!! I didn't even have the correct series title. ^^;;
